If memory serves correctly, yes. You will take an elevator up from the parking level and then the museum is all on one level. The video and some of the costumes are in a slightly different area, but I am fairly certain there was a small ramp to go access that. When we were there (mid week) it was not crowded at all and there was ample space to maneuver a wheelchair or strollers.

There are several villages of hill tribe people at the location of the museum. You will enter through the museum, hear a brief talk, then get a walk through of each of the different hill tribe villages. A select group of hill tribers have been moved here to help support their village back home and support the educational needs of their villagers. They can talk to you about the origins of eavh of the Hill Tribes if you want ro visit the actual hill tribe in Nepal and others. As for lodging, you will probably need transportation to get there, but i cant't recall how close it was to other facilities.

A:
November to February is the best season. It's cooler in the north anyway. But the mountain breezes make this season very comfortable with very few mosquitoes.
