Within minutes on Wednesday morning, San Francisco got a new mayor — and a new plan for an emergency declaration intended to combat the fentanyl scourge that has killed thousands of people in the city over the past five years and has turned some neighborhoods into sidewalk drug markets.

Daniel Lurie, an heir to the Levi Strauss fortune, took office as San Francisco’s new mayor on Wednesday with a vow to upend the status quo in a city struggling to revive itself as a thriving tech and financial hub.

He impressed voters as kind — but, considering the deficit, people will suffer. He'll have to make choices of the sort he’s never made before.
